Phase 1: Publisher Application
The release of the Instructional Materials Review and Approval (IMRA) Cycle Request for Instructional Materials (RFIM) initiates the start of the first phase of an IMRA cycle.
The IMRA Cycle 2026 RFIM was released on September 23, 2025. Publishers interested in participating must apply through two forms: Response Form A, Publisher Business Information, and Response Form B, Publisher Program Submission.
Response Form A: Publisher Business Information
Purpose
Form A* serves as the official entry point for publishers into the IMRA Cycle 2026 review process. It collects essential business and contact information, confirms eligibility, and establishes the publisher’s intent to submit instructional materials for review. This form ensures TEA has accurate records for communication, compliance, and coordination throughout the IMRA cycle. Each publisher must submit only one Form A, regardless of the number of programs they intend to submit.
Publishers must provide the following information in the IMRA Cycle 2026 RFIM Response Form A: Publisher Business Information.* Each publisher only submits one Response Form A.

Response Form B: Publisher Program Submission
Purpose
Form B is used to collect detailed information about each individual instructional materials program a publisher intends to submit for review in IMRA Cycle 2026. While Form A establishes the publisher’s business profile, Form B captures the specific attributes, design, standards alignment, and access credentials for each grade-level or course-level program. This form ensures that TEA and reviewers have the necessary data to evaluate each submission accurately and consistently against IMRA rubrics and requirements. Following the completion of Response Form A, a link to Form B: Publisher Program Submission will be sent to the publisher’s point of contact. To support publishers participating in IMRA Cycle 2026 with their Form B submissions, TEA will offer a comprehensive training session and multiple informational office hours throughout October and November. These sessions are intended to prepare publishers for the Form B submission deadline in December. The training and office hours are optional but are strongly encouraged.
Correlations training is a critical component of the IMRA process, designed to ensure that publishers understand how to accurately demonstrate alignment between their instructional materials and the Texas state standards. These correlations are the primary resource used by IMRA reviewers to evaluate whether student expectations (SEs) are sufficiently addressed in submitted materials.
During training, TEA teaches publishers about the breakouts and how to correlate to them. Publishers must provide both narrative citations (opportunities for students to learn or teachers to teach) and activity citations (opportunities for students to demonstrate or practice skills). Most breakouts require at least one narrative and one activity citation, though process standards also allow for two activity citations instead.
The RFIM reinforces that accurate, detailed, and hyperlinked correlations are essential. Poorly chosen or vague citations can result in rejection or reduced alignment scores, potentially disqualifying a program from approval. Publishers must also embed TEKS and ELPS correlations directly into digital materials to support user navigation and transparency.

- Submit One Form Per Program:
- Complete a separate Form B for each grade-level or course-level program being submitted.
- Prepare Required Information:
- Program title, ISBN, subject area, grade level or course.
- Type of instructional materials (full-subject, partial-subject, or supplemental).
- Language of the program and applicable TEKS (for supplemental).
- Program design details (e.g., adaptive/static, media format).
- Access credentials (URL, username, password).
- Preliminary correlations for TEKS, ELPS (if applicable), quality rubric, and suitability rubric.
- Acknowledgements and assurances.
- Ensure Completeness:
- All required fields and attachments must be submitted for each program to be considered for review.
- Provide preliminary correlations to TEKS, ELPS (if applicable), and quality/suitability rubrics.
- Deadline:
- Submit all Form B entries and required attachments by Friday, December 12, 2025, at 11:59 p.m. CST.
- Decide on Participation:
- Publishers have until January 16, 2026, at 11:59 p.m. CST to voluntarily withdraw from the review process. After this date, instructional materials will be reviewed regardless of publisher engagement.
