Phase 1: Publisher Application

The release of the Instructional Materials Review and Approval (IMRA) Cycle Request for Instructional Materials (RFIM) initiates the start of the first phase of an IMRA cycle. 

The IMRA Cycle 2026 RFIM was released on September 23, 2025. Publishers interested in participating must apply through two forms: Response Form A, Publisher Business Information, and Response Form B, Publisher Program Submission. 

Response Form A: Publisher Business Information

Purpose

Form A* serves as the official entry point for publishers into the IMRA Cycle 2026 review process. It collects essential business and contact information, confirms eligibility, and establishes the publisher’s intent to submit instructional materials for review. This form ensures TEA has accurate records for communication, compliance, and coordination throughout the IMRA cycle. Each publisher must submit only one Form A, regardless of the number of programs they intend to submit.

 

Publishers must provide the following information in the IMRA Cycle 2026 RFIM Response Form A: Publisher Business Information.* Each publisher only submits one Response Form A. 

Response Form B: Publisher Program Submission

Purpose

Form B is used to collect detailed information about each individual instructional materials program a publisher intends to submit for review in IMRA Cycle 2026. While Form A establishes the publisher’s business profile, Form B captures the specific attributes, design, standards alignment, and access credentials for each grade-level or course-level program. This form ensures that TEA and reviewers have the necessary data to evaluate each submission accurately and consistently against IMRA rubrics and requirements. Following the completion of Response Form A, a link to Form B: Publisher Program Submission will be sent to the publisher’s point of contact. Each grade-level program requires a separate Form B submission. Form B collects the following program-specific information:
