Bluebonnet Learning Pilot Instructional Materials

Bluebonnet Learning pilot instructional materials are state developed, aligned with state standards, and designed specifically for Texas students. Pilot instructional materials have not yet been approved through the State Board of Education’s (SBOE) Instructional Materials Review and Approval (IMRA) process. The purpose of piloting is to give school districts an opportunity to implement new instructional materials and provide meaningful feedback that can help improve the final version of the materials, implementation supports, and digital access as part of TEA's process of continuous improvement.

Pilot instructional materials are subject to approval by the SBOE through the IMRA process and, pending approval, will be available for purchase and implementation in the school year.

For school year 2025–26, the following pilot instructional materials will be available for classroom implementation:

There are no planned Bluebonnet Learning pilots for school years 2026–27 or 2027–28. The following list includes future pilot instructional materials plans:

Aprendizaje Bluebonnet

TEA will submit Spanish instructional materials that align with the English versions of Bluebonnet Learning K–5 Math and Bluebonnet Learning K–5 RLA, entitled Aprendizaje Bluebonnet, to IMRA Cycle 2025. The pilot Bluebonnet Learning K–5 Spanish Language Arts and Reading (SLAR) and K–5 Math Spanish Instructional Materials will be available in spring 2025 for classroom implementation in school year 2025–26.

Bluebonnet Learning Spanish Pilot instructional materials were made available in the spring of 2025 to Texas school systems that wished to pilot one or more Spanish products during the 2025–26 school year.

Texas school districts interested in piloting materials were able to do so if they 1) agreed to provide feedback on the materials and implementation process and 2) agreed to the pilot licensing restrictions.

Access to the designated materials was granted once the school system's participation request and acknowledgments were received.

TEA hosted information sessions about Bluebonnet Learning Spanish Pilot instructional materials for interested school systems. The information sessions were webinars hosted via Zoom.

Delivery Timelines

TEA is committed to making the Spanish pilot instructional materials available in print to districts at the start of the 2025–26 school year. However, since the pilot materials are still in development, shipments may arrive in batches throughout the school year. Delivery would follow the scope and sequence of each instructional material.

As the timelines become more defined, print material vendors will communicate expected delivery timelines of hard copy materials with participating school systems.

Districts participating in the Strong Foundations Implementation (SFI) grant will receive support from Implementation and Product Advisors to implement Bluebonnet Learning instructional materials. These materials will be largely applicable to the Spanish pilot materials; however, examples of the Spanish language materials in the turnkey resources provided by these advisors to local school systems will be limited.

Districts not in the SFI grant are welcome to partner with any approved providers on the State Approved Professional Learning (SAPL) list to receive similar support.

The following are FAQs regarding the Spanish pilot instructional materials, including print and digital access, board approvals, and content. If you have additional questions regarding Aprendizaje Bluebonnet, please .

Print and Digital Access

Question (Q): Is there a deadline for the Pilot Smartsheet application?

Answer (A): Pilot applications must be submitted by June 6, 2025, with June 13th being the last day a district can order Aprendizaje Bluebonnet print materials through escPrintWorks (Region 4) or other approved print providers.

Q: When should districts expect the approval notification?

A: Districts can expect to receive pilot application approval within 1–2 weeks of TEA receiving the district’s complete pilot application.

Q: Will Education Service Centers (ESCs) have access to all the materials to support implementation?

A: ESCs will be able to attain access through the . ESCs will only need to submit one application per regional service center. Information on this process was shared with the designated TCR/OER Program Lead at each ESC.

Q: Will the PDFs of the pilot instructional materials be hosted on the Texas Gateway?

A: PDFs will not be in the Texas Gateway for this pilot. We have established a new site (called the Bluebonnet Learning Portal) that will go live in May and has an improved user experience and interface. Please note that access to PDFs for the pilot materials is restricted to pilot users only.

Q: Is the new platform going to be where all Bluebonnet Instructional Materials will be housed?

A: The Bluebonnet Learning Portal will provide digital access to all Bluebonnet Learning instructional materials for K–3 Foundational Skills, K–5 Reading Language Arts, K–5 Math, and Secondary Mathematics (Grades 6–8, Algebra I), as well as implementation supports and Bluebonnet Learning pilot programs.

The Bluebonnet Learning Portal will be accessible in May 2025, allowing open access to all materials for any Texan with no login necessary. Districts wishing to integrate materials into their own Learning Management System (LMS) or Content Management System (CMS) should reach out to the .

Pilot materials will be unlisted links, though they will share a similar layout, look, and feel to the portal.

Q: When is the earliest school districts will have access to the complete pilot materials?

A: Full access to the pilot digital files is planned for mid-April 2025 for those who have been approved through the Pilot application.

Q: How soon after applying should a school district expect to receive access to digital material?

A: The turnaround time for access depends on the volume of applications for the pilot. Districts can expect access within 10–14 working days of the submission of a completed pilot application.

Q: To purchase the pilot instructional materials through a print provider, does a school district have to apply for the pilot?

A: Yes, pilot participation and acceptance into the pilot is required to order the printed pilot materials.

Q: Are the trade books included, or are those to be purchased separately?

A: Trade books will be included in the Aprendizaje Bluebonnet printed materials orders. Trade books will not be available online due to license restrictions.

Q: If a school district is preparing to purchase Bluebonnet Learning in English and Spanish, do they have to be part of the pilot?

A: Yes. Pilot approval is required for access to and implementation of Aprendizaje Bluebonnet pilot instructional materials for school year 2025–26.

Q: Our district instructs math in English but has Spanish books on campus as needed for recent immigrants. Does our district still need to complete the Application Acknowledgement form?

A: Yes, as these are pilot materials, the application is required regardless of the classroom implementation method.

Board Approval

Q: If a school board already approved the use of Bluebonnet Learning materials, does district or school leadership need to go back and ask for additional permission for the Spanish pilot?

A: Instructional materials, including pilot instructional materials, must be approved in an open board meeting. Districts should also place these products on their annual certification of provision of instructional materials (TEKS Certification) survey.

Q: If the board of trustees has approved an OER transition plan, is a separate approval required to use the Spanish pilot?

A: Districts must complete and submit the Acknowledgements and Assurances form to participate in the pilot. This form requires a district to acknowledge that they have approval from their school board, superintendent, and Chief Academic Officer (or an equivalent district leader) and that they have evidence that classroom teachers support the use of these materials.

Q: If the school board does not approve the pilot material, can we support the implementation of Amplify SLAR using Strong Foundations funds?

A: Strong Foundations funds are limited to Bluebonnet Pilots or SBOE-approved Bluebonnet Learning materials. For more information on the Strong Foundations Grant program, please refer to the SFI program guidelines.

Pilot Content

Q: Are the materials a direct translation of the English version?

A: The Bluebonnet Learning Spanish instructional materials, Aprendizaje Bluebonnet, are not a direct translation of the English version. Some aspects are translated, but the Spanish materials are primarily transadapted. Transadapting refers to adapting educational and informational content from one language to another, considering grammar and contextual differences while maintaining educational objectives and informational accuracy.

Aprendizaje Bluebonnet Matemáticas K–5
- K–5 Math materials for Spanish are primarily transadapted. In several cases, the English version had to be transadapted to change the context of problems, the materials used, and/or the names used to make the material more appropriate for a Spanish version. In addition, special care has been taken to use terms that accurately reflect the mathematics as well as the tools used in classrooms while maintaining coherence across grade levels.
- For example, the English version of Bluebonnet Learning K–5 Math references ‘straws’ often in place value work to show a concrete representation of tens and ones. In the Spanish materials, we use the term ‘palitos’ (sticks) as a preferred term when modeling quantities. While the terms may differ slightly than if directly translated, the modeling process is the same, and students and teachers will see the same content in English and Spanish versions of the product throughout all grade levels.
Aprendizaje Bluebonnet Artes del lenguaje y lectura K–5
- K–5 SLAR materials are mostly transadapted from K-5 RLA. A small number of units include transcreated content; these lessons primarily focus on poetry, personal narratives, nursery rhymes, or authentic Spanish texts to help ensure full coverage of the SLAR TEKS.
- Transcreating involves adapting content from one language to another, maintaining the standards, genre, tone, style, and context. It goes beyond direct translation to ensure that students are using authentic texts.
Aprendizaje Bluebonnet Destrezas Fundamentales K–3
- Destrezas Fundamentales K–3 materials have been created from scratch, which makes the instructional materials unique to the Aprendizaje Bluebonnet program as they are not transadapted, transcreated, or translated.

Q: Will the pilot instructional materials include grammar components for grades 4 and 5?

A: Aprendizaje Bluebonnet Artes del lenguaje y lectura K–5 is designed to meet 100% TEKS coverage in all grades.

Q: When will the biliteracy program guidance be available?

A: The Biliteracy Program Guide for Aprendizaje Bluebonnet Artes del lenguaje y lectura K–5 is included as a digital-only resource available for pilot users.

Q: Are there intervention materials available? Or are the pilot materials only Tier 1?

A: Aprendizaje Bluebonnet instructional materials are considered full-subject, Tier-1 materials.

Q: What type of cross-linguistic (i.e., Bilingual) connections are offered in the Spanish instructional materials?

A: There are a few different ways that the Aprendizaje Bluebonnet instructional materials offer cross-linguistic connections.

One cross-linguistic connection within the materials is lesson margin notes. All lessons include at least one margin note with academic and/or linguistic support for students. Teachers who use Aprendizaje Bluebonnet have many resources embedded within the materials to help them support all learners and provide linguistic accommodations as needed.

Similar to the English version, Texas students who engage with the Aprendizaje Bluebonnet instructional materials have meaningful opportunities to participate in language-rich conversations with peers and engage in authentic problem-solving experiences. Students may be native Spanish speakers or learning Spanish in a bilingual program, such as dual language immersion, in school. Regardless, they will make sense of the content they learn while speaking, listening, reading, and writing about it in Spanish. With its consistent structure and coherent approach to modeling across grade levels, students will engage in a way that helps them build their knowledge and skills on grade-level tasks.

Additionally, teachers may use the Aprendizaje Bluebonnet instructional materials as a scaffold to support students who are participating in a transitional bilingual education program and are about to be reclassified to all-English instruction. Reading and understanding in English and Spanish give emergent bilingual students alternative ways to engage with concepts while maintaining the rigor of the content, allowing students to make metalinguistic connections between the two languages and build their linguistic repertoire.

Aprendizaje Bluebonnet Matemáticas K–5 Specific Cross-Linguistic Connections:
- Students learn important mathematical terms within the context of their lessons, and terms that have English cognates can be explicitly taught to support metalinguistic awareness to connect to word meaning and make spelling and orthographic connections. Throughout the program, students engage in academic language and demonstrate their learning in a variety of ways that are aligned with the Mathematics TEKS in Spanish.
- In our Module Overviews for each module, there is a list of terminology that will be used in the module. Within that list, if a term has an English cognate, it will be listed there for teachers to use when needed. The cognates are also located in our Course Guides within our Tips for Families resource, so that families can use them as well.
Aprendizaje Bluebonnet Spanish Artes del lenguaje y lectura K–5 Specific Cross-Linguistic Connections:
- For Aprendizaje Bluebonnet Spanish Artes del lenguaje y lectura K–5 (including Destrezas Fundamentales K–3), there is a Biliteracy Resource Guide that includes information on cross-linguistic connections as well as a side-by-side list of text titles and vocabulary.

Q: Can districts customize the pilot materials for implementation in their local context?

A: Bluebonnet Learning instructional materials, like all instructional materials, are subject to local approval under Texas law. Instructional materials decisions are inherently local in nature, with school boards having ultimate authority on the instructional materials used within that district. This includes the authority to acquire any instructional materials determined appropriate locally, the authority to develop instructional materials locally, the authority to modify instructional materials after purchase or printing, and the authority to require the use of instructional materials within the classrooms of that school system. Several state statutes are of relevance:

Texas Education Code (TEC) §31.106 allows districts to use local funds to purchase any instructional materials. TEC §31.0211(c)(1)(A), allows districts to use Instructional Materials & Technology Allotment (IMTA) funds to order any instructional materials.
TEC §31.1011 indicates districts must have instructional material that covers the entirety of the Texas Essential Knowledge and Skills (TEKS), but they have flexibility in how those materials are structured and used.
TEC §31.102 indicates that printed copies of instructional material is the full property of a school system, and as a result, it can be modified or used as any property is allowed to be modified or used.
TEC §28.0027 indicates a school district can mandate instructional materials use by its teachers in any format determined locally but must allow for sufficient time for students to reach proficiency.
School systems should note there is one exception to local flexibility in instructional materials: TEC §28.0021, requires that in personal financial literacy high school elective classes, districts must use State Board of Education (SBOE)-approved materials.
Other laws may also apply to district instructional materials decisions.

This flexibility under state law allows school systems to align their selected instructional materials with local school board decisions and to ensure that materials meet the needs of their staff, students, and the community. Through 19 TAC, Chapter 66, local school boards are empowered to adopt instructional materials that best serve their students, while ensuring that the selection process is transparent and involves community participation.

A few laws of relevance apply solely to Bluebonnet Learning materials:

Once adopted by the SBOE, the version of Bluebonnet Learning material made available to school systems for printing must be the version as approved by the SBOE, per TEC §31.0721.
Additionally, school systems may not use new formula funds to requisition printed copies of Bluebonnet Learning until they have adopted a Transition Plan for how they will use Bluebonnet Learning, which must address how a teacher’s instructional flexibility is maintained when using Bluebonnet Learning materials.
