Instructional Materials Review and Approval Resources
Instructional materials are reviewed and approved by the State Board of Education (SBOE) to ensure Texas school systems have access to a variety of high-quality instructional materials (HQIM). The review process includes, but is not limited to, ensuring instructional materials align with the Texas Essential Knowledge and Skills (TEKS), are accessible, and meet certain quality and suitability criteria.
IMRA
The Instructional Materials Review and Approval (IMRA) process is the current review process in Texas, replacing the former Proclamation and Texas Resource Review (TRR) processes. IMRA was established by House Bill (HB) 1605 in 2023 and is governed by the State Board of Education (SBOE).

Proclamations
In the previous review process, the SBOE issued a Proclamation to call for materials aligned with the TEKS for specific subjects and grade levels and/or courses. For subjects and grade levels not yet reviewed in the IMRA process, instructional materials previously reviewed through TRR and/or adopted under the Proclamations process are still relevant for local school systems.

Accessible Instructional Materials (AIM)
Accessible formats of state-adopted or SBOE-approved instructional materials are provided to eligible students at no cost to local school systems. Procurement of these materials occurs through requisitions in EMAT, the state鈥檚 online textbook ordering system. State-provided AIM is the property of the state and must be returned after use unless the instructional materials are consumable.
Additionally, all state-adopted and SBOE-approved instructional materials with electronic/digital components must comply with the Federal Rehabilitation Act, Section 508 standards, and Web Content Accessibility Guidelines (WCAG). Publishers are required to certify 508 and WCAG compliance before the materials become available in EMAT.

Factual Errors
As a condition of state adoption by the SBOE (19 Texas Administrative Code (TAC) 搂) or approval by the SBOE (19 TAC 搂), publishers must ensure instructional materials are free from factual errors. In the year following the adoption or approval, TEA conducts a review to ensure all required errors are corrected. Any uncorrected or newly discovered errors are reported to the SBOE, which may assess penalties for each uncorrected error.
Additionally, Texas residents may report alleged factual errors in state-adopted Proclamation or SBOE-approved IMRA instructional materials. TEA cannot accept reports of errors in non-state-adopted or SBOE-approved instructional materials, such as college textbooks.

Local Adoption, Ordering, and Fulfillment
Local authorities of local school systems set their policies for selecting instructional materials for their students. Local policies must include the requirement that materials be selected in an open meeting (19 TAC 搂 and 搂). Local school systems can place instructional materials orders through EMAT, the state鈥檚 online textbook ordering system.
Instructional materials and educational technology can be purchased with funds from a local school system's Instructional Materials and Technology Allotment (IMTA). IMTA funds can be used for instructional materials, technological equipment, related software, systems, services, and salaries for specific technical support employees, as outlined in TEC Chapter 31 and 19 TAC 搂66.1307.
Local school systems receive an instructional materials allotment determined biennially by the TEA commissioner, based on legislative appropriation. Funds are available after September 1 of each odd-numbered year and are accessible through EMAT.

Standards Alignment Breakout Documents
Student expectations (SEs) in the TEKS, Texas Prekindergarten Guidelines (TPG), and English Language Proficiency Standards (ELPS) are separated into their component parts to create breakouts. Breakout documents are intended for use by publishers to align instructional materials to state standards in a way that ensures every aspect of an SE is addressed.

Substitutions and Content Updates
Publishers who wish to substitute a new edition or make changes to previously SBOE-adopted Proclamation or SBOE-approved IMRA instructional materials must submit a written request to TEA.
