A Path to District Recovery and Student Success
Every student deserves a safe, supportive school system where they can thrive. When districts or charter schools face persistent challenges that impact student learning or operations, TEA may intervene to provide targeted support.
One way TEA may support struggling districts is by appointing a board of managers鈥攁 temporary leadership team of local community members who help guide the district through improvement efforts. This action is based on鈥痵tate law, which outlines specific situations where this kind of intervention may be necessary.
The board of managers works to bring stability, improve student outcomes, and ensure the district is operating in line with both legal requirements and the values of its community. The goal is to fix problems now and build a stronger, more successful future for students, families, and educators.
Board of Managers Overview
A board of managers is a leadership team appointed by TEA to support a district through a time of change. They take over the responsibilities of the elected board of trustees and work closely with the appointed superintendent to strengthen academics, operations, and governance.
Their role includes:
- Putting students first in every decision
- Promoting transparency and accountability
- Restoring the community鈥檚 confidence in the district.
The appointment of a board of managers is a temporary measure. Once key improvements are made and the district is on a stable path, leadership is returned to the elected board of trustees. This transition reflects TEA鈥檚 commitment to maintaining local control while ensuring that students continue to benefit from strong governance and improved outcomes.

When a Board of Managers is Considered
The鈥疌ommissioner of Education鈥痬ay appoint a board of managers if a school district or charter school:
- Fails to meet鈥痑ccreditation standards
- Has鈥痮ngoing academic underperformance
- Does not meet鈥痜inancial accountability requirements
- Is the subject of a鈥痵pecial investigation
- Faces鈥痝overnance or leadership issues
- Is not complying with鈥痵tate or federal laws
Legal Framework for Intervention
The appointment of a board of managers is one of several actions the Commissioner of Education may take under the Texas Education Code (TEC)鈥痑nd Texas Administrative Code (TAC) to address persistent challenges in school districts and charter schools. These laws establish a comprehensive framework for state intervention to ensure students have access to a high-quality education and districts receive the support needed to meet that goal.
