PROPOSED RULE REVIEWS WITH OPEN PUBLIC COMMENT PERIODS

Proposed Review of 19 TAC Chapter 235, Classroom Teacher Certification Standards
Summary: As required by Texas Government Code, §2001.039, the SBEC will accept comments as to whether the reasons for adopting 19 TAC Chapter 235 continue to exist.
Public Comment Period: March 13-April 13, 2026. The SBEC will also take registered oral and written comments during the April 2026 meeting's public comment period in accordance with the SBEC board operating policies and procedures.

Proposed Review of 19 TAC Chapter 241, Certification as Principal
Summary: As required by Texas Government Code, §2001.039, the SBEC will accept comments as to whether the reasons for adopting 19 TAC Chapter 241 continue to exist.
Public Comment Period: March 13-April 13, 2026. The SBEC will also take registered oral and written comments during the April 2026 meeting's public comment period in accordance with the SBEC board operating policies and procedures.

Proposed Review of 19 TAC Chapter 242, Superintendent Certificate
Summary: As required by Texas Government Code, §2001.039, the SBEC will accept comments as to whether the reasons for adopting 19 TAC Chapter 242 continue to exist. 
Public Comment Period: March 13-April 13, 2026. The SBEC will also take registered oral and written comments during the April 2026 meeting's public comment period in accordance with the SBEC board operating policies and procedures.

Summary: The SBEC finds that the reasons for adopting Chapter 229 continue to exist and readopts the rules. The SBEC received no public comments related to the review of Chapter 229.

Adopted Review of 19 TAC Chapter 247, Educators' Code of Ethics
Summary: The SBEC finds that the reasons for adopting Chapter 247 continue to exist and readopts the rules. The SBEC received comments from interested entities or persons and has considered all comments before entering this order.
Adoption of Review by SBEC: February 13, 2026

Adopted Review of 19 TAC Chapter 250, Administration, Subchapter A, Purchasing, Subchapter B, Rulemaking Procedures
Summary: The SBEC finds that the reasons for adopting Chapter 250 continue to exist and readopts the rules. The SBEC received no public comments related to the review of Chapter 250.
